Objectives Implement waste separation at source and collection Promote material recovery facility and composting facility (medium and large-scale) for organic waste Improve the final disposal site (sanitary landfill) and prepare a long-term plan for achieving zero landfill status Build partnership for implementation of integrated solid waste management plan to achieve short-lived climate pollutant emissions reductions What we're doingCCAC MSWI - City to City Exchange between Cebu City and Kitakyushu City Cebu City, one of the fast growing cities in the Philippines, is creating work plans and implementing pilot projects to reduce SLCPs from municipal solid waste management (MSWM) by introducing waste separation at source and collection, the promotion of composting for organic waste recycling, establishment of material recovery facilities (MRF) for promoting recycling, landfill improvement, and building partnerships with citizens and the private sector in order to comply with the National Solid Waste Management Law (RA 9003) utilising the CCAC-MSWI framework. In order to assist Cebu City in implementing the above activities effectively in two model barangays (Barangay Kalunasan and Barangay Apas), a city exchange was organised to share experiences and lessons learnt as well as to receive technical assistance between Cebu City and Kitakyushu City. The experience of Kitakyushu City, a leading environmental model city in Japan, in modernising its MSWM and environmental condition through building partnerships with public, private and civil society sectors is a valuable lesson for Cebu City. A team of nine, comprising seven representatives from Cebu City (senior policy makers, members of the Cebu City Solid Waste Management Board, and representatives of the model barangays) and two senior officials from the Department of Environment and Natural Resources (DENR), national focal points for CCAC-MSWI, joined the five-day programme from 15 – 20 November 2015. Development of Work Plan for Reducing SLCPs from MSWM in Cebu, Philippines Under the CCAC Waste Initiative, Cebu City, Philippines undertook a Rapid City Assessment and Action Plan development. The work plans for the actions identified in the city action plan were developed and include: Work plan for the implementation of waste separation at source and collection. Work plan for the promotion of material recovery facility (MRF) and composting facility (medium and large-scale) for organic waste. Work plan for the improvement of the final disposal site (sanitary landfill) and prepare a long-term plan for achieving zero landfill status. Build partnership for implementation of integrated solid waste management (ISWM) plan to achieve the SLCP emissions reduction. A multi-stakeholder participatory approach was used throughout the development of the work plans. The implementer conducted field visits, sample data collection, training, workshops, and meetings with different stakeholders at barangay, city, province and national level. Two barangays (barangay Apas and Kalunasan) were selected in consultation with Cebu City to pilot survey and project implementation. The findings of the pilot barangays later used for discussion with other barangays and city in developing the work plans. The study first conducted a primarily qualitative baseline study to relevant SWM stakeholders based on the Republic Act 9003 (RA 9003) through a series of key informant interviews and Focus Group Discussions (FGD) with Force Field Analysis. Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis and a Stakeholders Mapping of each pilot site were also administered. The results of the baseline study became the basis for the steps undertaken and all activities henceforth were documented and monitored based on the work plan.
