Rationale

Iraq is among the world's top oil producers, with an accordingly large profile of methane emissions from the sector. According to the World Bank, oil revenues accounted for more than 85% of the government's budget, and 42% of GDP in the last decade. The country is also highly vulnerable to climate change through rising surface temperatures and changes to rainfall patterns and water security.

Iraq joined the Global Methane Pledge and committed to reduce methane emissions 30% by 2030 in comparison to 2020 levels. This project will support Iraq to implement its pledge to reduce methane emissions in the oil and gas sector.

Objectives

The project will :

Increase the capacity of The Government of Iraq to develop a methane emissions inventory for the oil and gas sector.
Create a methane mitigation assessment for Iraq's oil and gas sector.
Develop a new legislative framework for the Government of Iraq to support its mitigation goals.

Activities

To achieve these objectives the project will:

Deliver training workshops and guidance for developing a national methane emissions inventory, a methane mitigation assessment, and legislative framework for the oil and gas sector to support Iraq in meeting its mitigation goals for the oil & gas sector.
Deliver training workshops and support tools to national institutions to develop a national methane emissions inventory for the oil and gas sector using the IPCC guidelines.
Develop a methane mitigation assessment for the oil and gas sector, including an assessment of the institutional arrangements, the policy and regulatory environment, the cost of implementation, and a monitoring and evaluation framework for methane mitigation to help Iraq implement its mitigation goals in the oil and gas sector.
Develop a legislative framework to support the implementation of Iraq's mitigation goals in the oil and gas sector considering the inputs generated by the methane mitigation assessment.
