Provincial Clean Air Action Plans as Mechanisms for Advancing SLCP Mitigation in Pakistan Published 2024 Share SHARE Facebook share Twitter LinkedIn Copy URL Email Download Download A4, 4-fold brochure - print-ready PDF.pdf en Added on: 25 June, 2024 Breadcrumb Home Resource Library Provincial Clean Air Action Plans As Mechanisms For Advancing SLCP Mitigation In Pakistan The Pakistan Clean Air Policy (PCAP) was initiated by the Ministry of Climate Change and Environmental Coordination (MoCC&EC) and endeavored to develop specific, measurable, achievable, realistic, and time-bound targets for improving air quality in the country. The PCAP updating process highlighted the need for an emission inventory that will not only help in the development of a roadmap for short-,medium-, and long-term action plans but also track the implementation of PCAP targets.With support from the Climate and Clean Air Coalition, the MoCC&EC, Clean Air Asia, and Stockholm Environment Institute (SEI) initiated the “Integrating Short-Lived Climate Pollutants (SLCPs) Reduction in Pakistan's Air Quality Plans and Program” project to substantially reduce SLCPs in Pakistan by:a. Strengthening the capacity of national partners through training on the use of Low Emissions Analysis Platform system including the Integrated Benefits Calculator (LEAP-IBC),b. Supporting national partners in the development of the Pakistan LEAP-IBC analysis, and;c. Identifying and evaluating mitigation actions through LEAP-IBC analysis, at the national and provincial scale, which are most effective at simultaneously improving air quality and mitigating climate change.The second phase of the project will build on the outcomes of the training and baselining activities concluded in Phase 1, and will be followed by assessments of readiness, needs, gaps, and opportunities in a manner that is implementable in a national context. The outcome of the first phase contributed to the development of Pakistan's first National Clean Air Policy which outlined the need for Provincial Action plans. Hence, requiring the need to start phase 2.As provinces are key authorities in pollution control and other relevant sectors of focus, it is important that provincial action plans are established, and all stakeholders are identified and engaged. By supporting and enhancing ambition, driving readiness and capacities, identifying bottlenecks and levers, extensive research and stakeholder engagements, and widespread provincial meetings and consultations, this project will form the basis of SLCP plans of Pakistan for all future commitments. The MoCC&EC has agreed to incorporate the suggested emission reduction targets through this activity in the updating of its Nationally Determined Contributions (NDCs).
