Specifically, it reports on quantities of waste generated, collected, and — crucially — how much of that waste is managed in controlled facilities (a key part of the SDG 11.6.1 indicator). The underlying methodology comes from the UN-Habitat WaCT, which walks cities through seven steps (household surveys, facility assessments, waste-flow diagrams, etc.) to monitor waste flows and facility control levels.
