Overview

This project responds to a request by the Democratic Republic of Congo (DRC’s) Ministry of Environment and Sustainable Development to enhance the implementation of DRC’s updated NDC commitments in the waste sector through improved data collection and understanding of waste sector emissions.  

The project would assess the currently available data on waste generation, composition, waste infrastructure, etc., and present it in a report that describes what information is currently being collected and where. In addition, the report presents a roadmap to improve waste data collection for the country at various levels (i.e., cities, regions, country). Using the information from Kinshasa, other cities, and regions that have available data estimate the baseline SLCPs emissions for the whole country and provide recommendations for mitigation measures and the related estimation of the potential impact of the implementation of the mitigation measures.

Expected project outcomes

Through the proposed outputs and activities, the project should achieve the following by its completion: 
 

  • DRC has increased capacity to address methane emissions from the waste sector and improve the collection of waste data for future uses, including GHG inventories from the waste sector. 

Minimum required outputs

The project should deliver at a minimum:   

  • An assessment of the existing data from the waste sector from Kinshasa, and other cities, including: 
    • municipal waste generation 
    • waste composition 
    • collection rates 
    • waste volume 
    • waste disposal methods 
    • methane and other SLCP emissions 
    • policies: related to waste, air pollution and climate change
  • Roadmap on how to improve the collection of basic waste data in cities.
  • An assessment of the effectiveness of mitigation options, including quantifying the SLCP emissions mitigation potential and related co-benefits, and provide recommendations on mitigation strategies in the sector.
  • Workshops in DRC with relevant stakeholders to build capacity on
    • Data collection and methane/GHG emission calculation for the waste sector in theory and practical examples, using existing tools of CCAC and UN organizations to improve the GHG inventory

    • Waste composition and quantity analysis method and implementation requirements applicable under local conditions

    • Applicable decentralized organic waste management options (e.g., compost, use of black soldier fly) and the related costs, and climate benefits

  • List of applicable (i.e., locally appropriate) projects on small to medium-scale organic waste management with related techniques, costs, and finance demand to serve as a basis for further implementation and finance.

Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved.  

Eligibility requirements

To be eligible for consideration, project proposals must meet the following requirements: 
 

  • The application form is complete and submitted before the deadline 
  • All applicants are registered as a nonprofit organisation, non-governmental organization (NGO), or intergovernmental organization (IGO) and are able to prove their status
  • All minimum required outputs are included in the project plan
  • The amount of funding requested falls within the indicated budget range
  • Spending caps on 'incidental procurement' expenses are respected (see guidance document)
  • The project duration is less than 24 months

Proposals will be evaluated against the following criteria:
  

  • Quality: the clarity of the proposed outputs and activities and the extent to which they will deliver the expected outcomes
  • Experience: evidence of the project team’s understanding of the national planning process and short-lived climate pollutants, and their ability to deliver the proposed project
  • Value for money: the level of funding requested for project delivery
  • Alignment: how well the proposal demonstrates its contribution to the CCAC 2030 Strategy and National Planning, Policy, and Implementation Engagement Strategy

Evaluation process

  • A preliminary review of proposals submitted by the deadline will be conducted by members of the CCAC Secretariat, Funding Task Team and Board, in consultation with relevant CCAC Partners.  
  • Shortlisted applicants will be invited to present their proposals in further detail and to respond to follow-up questions about their application.
  • Successful applicants will be invited to develop a Project Implementation Plan and Detailed Budget in consultation with the CCAC Secretariat and relevant CCAC Partners.
  • Projects are expected to be launched in 2023.
